Parental Rights Under Siege: New Law Could Let Strangers Take Your Child — 5 Things You Should Know and How to Stop It

Key Takeaways:

  • Illegal immigrants face fear because they have broken the law.
  • Fears of law being enforced motivated California Assembly Bill 495.
  • The bill claims to care about family separation, but it will actually increase it.
  • The problem isn’t with ICE; the problem is entering the U.S. illegally.
  • Self-deportation is the best way to ensure families stay together
  • AB 495 must be defeated. Join the rally in Sacramento on August 19.

It’s shocking.

A radical new bill is moving toward becoming law.

If passed, it will destroy parental rights — and put your child in danger.

Pastor Jack Hibbs of Calvary Chapel Chino Hills told his church:

“If this bill passes, I’m going to ask you to leave the state of California. You got to get out. You got to run with your kids. You got to go.”

Here’s why — and what you can do to stop it.

1. Parental Rights Gone

The bill, AB 495, allows any adult to claim they are your child’s “caregiver” simply by signing a Caregiver’s Authorization Affidavit.

•   No parental consent.
•   No notification to you.
•   No photo ID required.
•   No background check.
•   No court review.

This means total strangers could pick up your child from school or daycare — and the law would protect them, not you.

2. Giant Loopholes That Endanger Children

The bill expands who can qualify as a “caregiver” to include nonrelative extended family members — and even adults with only a “mentoring relationship” to the child or a relative.

It:
Gives them the legal right to control your child’s schooling, medical care, and more.

Allows it without your signature or consent.

Shields schools, daycares, and caregivers from liability if a child is harmed.

Lets unrelated adults take your child’s medical and personal information — confidentially.

Attorney Erin Friday calls it “a child trafficker’s and kidnapper’s dream bill.”

3. Motivated by Fear — Not Safety

The bill’s authors say it’s about protecting children of illegal immigrants if their parents are deported.

But in reality, it ignores the dangerous unintended consequences for every family.

In California, an estimated 1 million children have at least one undocumented parent — and 133,000 children in public schools are undocumented.

This bill treats all children as potential wards of the state, overriding parental authority in the name of “compassion.”

4. You Can Help Defeat This Law

The bill has already passed multiple committee hearings.
Now it’s in the Appropriations Committee — and time is running out.

That’s why Real Impact and Capitol Resource Institute are organizing a rally and legislative office visits:

Tuesday, August 19
West Steps of the State Capitol, 1315 10th St., Sacramento
Rally at 1:00 pm (Pastor Jack Hibbs speaking)
Legislative office visits and lobbying training to follow.

5. What Happens If It Spreads Nationwide:

If AB 495 passes in California, other states will copy it.

It will start with border states… then move everywhere.

No parent will be safe from state interference.

We must stop it now — before California becomes the testing ground for the rest of America.

Action Steps:

1. Attend the rally on August 19 at 1:00 pm.
2. Pray for this bill to be defeated. “With God all things are possible.” (Matthew 19:26)
